Yes, updmap-sys for system wide configuration is one of the new features
in teTeX 3.0.

BTW, I think the problem you where having looks similar
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=306595 which is
supposed to be fixed even in Sarge. However, right now xmltex from Sarge
does not work together with the teTeX 3.0 backports ...

The TeX Live packages should have a working version of xmltex/
passivetex. :-) In general, teTeX and TeX Live are very similar, but TeX
Live includes way more packages. The Debian packages are modularized,
though.
