Why dput? dput can also be used for local and non-Debian repositories so I'd
rather make the change in dak so uploads can be kept in a
DELAYED-BY-TRANSITION queue, making this useful for all kind of uploads.
There are many tools to upload a package, so I strongly believe the change
should be made on the server side, not on client's.
