Right, so nothing in buster depends on r-bioc-biocinstaller.

Quoting the wiki:

only ever installed by other packages depending on it. Because in that
case the only thing needed will be for the reverse-dependencies to
start depending on the new package."
So if there's nothing that Depends on r-bioc-biocinstaller, there's
nothing that will act on the Provides.
