I got the patch now and have applied it so that it will make part of cups-filters 1.8.0. Thank you very much, Samuel.

Now we can move the dependency on liblouisutdml-bin to Suggests: and add liblouis-bin to Depends:. liblouis-bin is in Main in Ubuntu and so a default installation will have working Braille printing and the user can feel free to install the suggested liblouisutdml-bin from Universe to get a more sophisticated Braille printing. A warning in the CUPS error_log will also tell that the user can improve his Braille printing experience by installing liblouisutdml-bin.

This way we do not need to do any more binary package splitting, also if one applies this solution and later on it does not work out, one can easily undo it. So I think we should apply this to both Debian and Ubuntu now and so be able to continue with a synced cups-filters package.
