The end cases are not the problem; what is a problem is that
there is a spectrum of restrictions out there, (france and germany
have laws against display of a major religious symbol of my religion,
for example). Sure, we can stop distributig Debian i=to the extreme
case. But If I contribute a pg file to diaply-dhamapada, who is going
to ensure it does not get into countries where that PNG file is
illegel?
Logically, we shall need a 197 non-{ISO country code} subsets
that keep track of local laws; and keep track of every one of the
6000 packages, and potentially need an archive about 150 time what we
have right now.
Or we go and create 197 debian-{iso-country-code} sotes, with
the same requirement of expertise in local law in 197 jurisdictions,
and each of these 197 subsets keep track of the 6500 or so packages
in the one master somewhere.
