I've now "invited" the 'Debian' group on salsa to https://salsa.debian.org/groups/perl-team/modules/ Additionally I've updated the description on this page by adding "DDs have commit access, please still send a mail when adding new packages." Let's see how that goes, and in case we face issues we can re-evaluate the situation.
