I think rather than removing the "README.q3c" in
override_dh_installdocs, we should remove the entire directory
"debian/*/usr/share/doc/postgresql-doc-*", otherwise we ship an empty
directory with our binary package.

I've git-pushed my package updates into the remote repository on alioth.
In detail, this is:

* an update of "debian/rules" which allows for getting rid of the
  debian/*/usr/share/doc/postgresql-doc-* files
* an edit of "debian/pgversions" setting the content of this file to
  "all"
* a modification of the Makefile patch: as suggested by you, now
  Upstream's makefile obeys the "PG_CONFIG" variable
* an edit of "debian/control.in": Standards-Version is now set to
  3.9.5.; the versioned dependency on debhelper has been set to >= 8,
  and the content of "debian/compat" is now compatible with that
  requirement

Should I add an "Uploaders" line to "debian/control", i.e. something
like

Uploaders: Christoph Berg <myon@debian.org>
?


I think my update should cover all your remarks... at least for the
first iteration ;-)
