I don't know about other sponsors and I was not active lately (whenever
I was looking at something someone else sponsored it already in before I
could even write a mail with the 5 most important things to fix first),
but I'd say asking in advance is mostly a waste of time.
There is hardly a way for a sponsor to know in advance if they are
proficient enough in the languages and tools used, in the helper chosen
for packaging and all the other stuff mostly only known when the package
is mostly finished.
