I did the changes. Would it maybe make sense to have dh_make directly
generate "correct" files (except the sample lines which still need to
be deleted if they are not used)? For example the double newlines in
rules and the layout of the copyright file was generated like this by
dh_make when I originally created the package.

I also extended the rules to automatically generate the man page
instead of manually generating it with help2man.
