It is fine to lift this file and keep it in your package, but if you do
then it needs appropriate license information. This must then be
documented in debian/copyright.

The other alternative is to use the header file from /usr/include, in
which case you don't need to worry about this issue. 

It is up to you down which route you go. Maybe someone else can say what
would suffice to allow you to go down the first route. Perhaps just a
note about where the file came from and so what license it is under
would suffice.
