[KSB] While this is feasible (it's all a small matter of programming, depending on your definition of "small"), the work involved is not technically challenging but would be time consuming. Since time is not free (even if it does not translate to money, there is the lost opportunity), it would be better to work with the bootstrapping exemption since (a) ftpmasters have already agreed and (b) there is a bootstrapping precedent for gcc.
