That's a bit difficult and perhaps some more research is needed. There
are those messages send by "Debian FTP Masters" to our developers
mailinglist (= the "maintainer") where you can see examples in the archive
for instande here[1]. Unfortunately there is not much information about
the package itself - at least the short description would be needed IMHO.
So what we could twitter might be:
<package> - <short description obtained from UDD> uploaded [closing #bugnumber]
This could be triggered if a mail is recieved from FTP Master (so your
daemon could simply subscribe the list). I admit that I do not really
like this suggestion because it includes several weak parts. It might
make sense to discuss this on debian-devel/-mentors where other clever
people are listening and probably might come up with a better idea.
