Well, there's a few things going on here.

Xorg forked from XF86 about 18 months ago.  Most (i.e. the overwhelming
majority of) new development is happening on Xorg.  Because of this,
XF86 is definately lagging behind.  Most people seem to consider XF86 to
be, well, an effectively dead project at this point.

The reason that the fork happened is two-fold.  First, the primary
person on XF86 was actively holding back dev work, and they also managed
to piss off a *lot* of people.  Second, the aforementioned person
changed the license terms post 4.4.0 (?  Don't remember exact version
number).

The first item caused a situation in which a fork was likely to occurr,
and the second was used as the excuse to do the fork.

The new XF86 license prevents Debian from using anything on XF86 past
4.4.mumble (which is 18 months old now), and the fact that dev work is
happening on Xorg means that eveyone else is flocking there as well.
