The installation-guide is available in a Debian package, and its translation is available with po4a. If some translators still prefer editing directly the XML files, the following syntax could be advised: xml://installation-guide/lang/path-in-sourcepackage/file.xml (but I'm not sure this specific documentation should encourage translation directly in XML files, so maybe this line should be dropped anyway).
