I have got the same machine, but with a french keyboard.I made the install of Debian 3.0 Woody, then made an upgrade of the kernel, (recompile it), and then an upgrade to Sarge. Normally, the kernel upgrade is necessary, at least, for the HIL keyboard and mouse to work with X (and GPM), but the keyboard should work with the console using the 2.4.17 install kernel.
However, I remember that there were problems if a specific keyboard was chosen during the install of Debian. During install, the default choice must be used for keyboard layout (or the step skipped).
By doing this, I always end up with a usable keyboard that use a qwerty layout. I have no other clue of what could be wrong in your case. (but if someone knows how to configure this HIL keyboard to use a french layout with the console...)
Note that during the install I always set-up ssh (server), since it is sometimes more comfortable to interact with the box from another host, such as your case.
