It's not the xml validator's job to do http caching, your proxy/cache can do
that. If the cataloguing system was correctly set up, this wouldn't be a
problem at all (ie. it wouldn't even get as far as needing to download
stuff). Think of it as well thought out preparation caching, rather than
lazy caching. ;-)

Just politely urge the people working on XML policy to have it done soon,
because very user visible software is relying on it now. You don't have to
create conflict to solve everything.
