Downloading the same DTD or small handfull of DTDs for every single XML file is ludicrous, especially when every single Gnome2 package does it again and again on install. 25 minutes per package to redownload the exact same files again and again is _unacceptable_ behavior. Doing this, without so much as even a warning or a chance to defer this process so that it may be done once only is clearly a problem. You can take your usual stance that because I said it, it must be wrong if you like. But the fact is that this needs to be fixed before Debian as a whole is forced to put up with this, by whatever means are available. If that means forcefully NMUing broken XML packages to fix this, then so be it.
