I definitely think that traffic shaping on the local link is likely to help cable and DSL users. (And not using bittorrent makes a lot of these issues easier:-)) I'm not sure that traffic shaping within a single device is something that involves network-level QOS at either the v4 or v6 layer. However I do think it is a valuable feature.
