OK, my toochain says:
$ arm-linux-gnueabi-gcc --print-sysroot
arm-linux-gnueabi-gcc: not configured with sysroot headers suffix
$ arm-linux-gnueabi-gcc -print-sysroot-headers-suffix
arm-linux-gnueabi-gcc: not configured with sysroot headers suffix

Yes, the system under /usr/$triplet/{bin,lib,include} should work fine
but is not built with-sysroot flag, but --with-headers/--with-libs. As
a user, just wanting to cross compile an application it should make no
difference.
