I believe the "bigger" issue you describe is "upgrades being forced
interactive", asking annoying questions about what to do with
conf(ig)files changed at initial install by debian-edu.
The issue I raise is about packages breaking(!) on upgrades. Not the
same. Breakage is IMHO the bigger issue.
If I remember correctly, my experience was that when upgrading a
symlinked conffile, changes were applied to the redirected configfile
and then the symlink is removed. Possibly I am describing an ancient bug
of dpkg long fixed - that's why I asked: Have you _tested_ upgrades of
what you describe as the "best idea we came up with" or just assumed
that it would behave sanely?
