Hi,

IMHO, you should have a look at KDE documentation framework, it is designed to
help keeping translations up to date.
Documents are written in XML Docbook, and translatable text put in PO files.
Thus translators work on those PO files with their favorite tool, and
maintainer builds a new XML document by replacing English text with
translations.  Tools are provided by the poxml package.
