You can always reboot from your display manager.
All the major ones in Debian support that.

So no, that's simply incorrect: users don't need to switch to the
console to reboot their system after a dist-upgrade.

Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
