Support for #-comments is 822-like files is specific to debian/control, 
and Jakub Wilk pointed out in <[🔎] 20120823192353.GA5628@jwilk.net>.

Debian Policy, §5.1:
> Lines starting with # without any preceding whitespace are comments 
> lines that are only permitted in source package control files 
> (`debian/control').
