No, it's not, because d-i _first_ lets the user decide how they want to configure apt, and then displays a tasksel that offers only the tasks that are available given their configured apt sources. Its definition of "available" is that certian key packages in the tasks need to be available. For example, for a gnome destkop, at least gnome-desktop-environment and X need to be available. If the task is available, it can pull in additional software that is part of the task, if those packages are also available.
