Then he is strongly encouraged to help us get multibuild into a
useable state to allow for this without causing 9GB/month per user
extra traffic.

If he is unwilling to do that then he is turned away. Sorry.

Then start blaming him too please. You can't blame someone for doing
something while letting it slide that a person in a debian role
position is doing worse.
