Of course it is.
To make a good new standard you need the thoughts of lots of people with
experience from many different systems and applications.
Therefore it's probably the best thing you can do is to talk to lot's of
developers and ask them about their opinions, their wishes and their
requirements.
So Debian Developers are probably the best community to ask for their
opinions on this issue. Then a proposal should be made based on this
feedback to the LSB.
