Sure, but that doesn't matter for the current discussion.  Whatever
the sysadmin sets, some users want it and some don't.  The present
discussion is only about preserving certain sysadmin changes across
upgrades.

Heck, if I had my way, we would require *all* packages to at least
notice and advise the user about *any* sysadmin change that is being
reversed by a package install.

In my opinion, if the sysadmin changes /bin/ls, and fileutils wants to
install a new one, it should notice.
