The Debian Definition is base for the "Opensource.org" Definition. It is a
basic set of properties which need to be meet to be "OpenSource" Software.
It is not GNU, because the GPL is only one possible open source license.
Especielly not a very open one (it is quite restrictive what you are allowed
with GPLed Software and does cause some major headache for libs and dynamic
linking. (You might be aware of the current Linux Kernel Thread about
non-GPLed modules.

You can most likely get a good idea if you visit www.opensource.org
