Interesting idea.
Messages sent to y@bugs.debian.org will go to x@bugs.debian.org, and
then to the maintainer of package x.
Some comments:
1. don't accidently close package X while bug Y is still open...
2. duplication of bug information in bug y and bug x seems to be a
waste...
