Bug in auto-closing of bugs through changelog entries

I think this is a problem in dinstall, but I'm not sure, and I don't
know where to report this if I'm right.

I got a bug-closing notification on #59584.  This bug was reported
against gltt-bin.  But it was closed by a fetchmail upload!

Apparently, it was closed automatically triggered by a Closes clause
in the changelog.  After locking at fetchmail's bug log, it's pretty
obvious that Henrique just made a simple typo: 59854 to 59584.

So... dinstall (which I *think* does this) check that the bug in a
Closes clause really belongs to the package being installed.
