Then why shouldn't the author find a Debian developer who is willing to 
build and adopt the package?  I've been approached by an author in this 
way, and I have assembled packages of his work.  Usually, a good working 
relation results.

If all the person wants to do is package one little thing and not keep up 
with policy, developments, etc., then he should hand the work to someone 
else who is willing to do a good job.
