My proposal, which is a proposed extension to doc-base, deals with
ways to attach metadata to resources (URLs or local file).  It's not
specific to documentation per se, although it is meant to provide a
robust basis for things like dwww, dhelp, or other documentation
browsing/indexing/searching interfaces.

If you followed up on the URL I posted you would see what I'm talking
about.  Attaching metadata to resourced.  Hopefully it can be purposed
for many uses, i.e., file format conversion (a big PITA issue, BTW),
local policies, etc.

I never proposed to touch dpkg in any way.  Of course, if there was a
dpkg hooks mechanism, such as you proposed a while ago, that would be
great, but it's not required.
