If we do this, we should document it fairly well. I frequently stick
scripts in /usr/local/bin and use them as login shells. Sometimes it's
just a single program, sometimes it's something like a menu, sometimes
creates an evironment and starts up a shell. I didn't invent this
practice, either.
If packages are going to rely on this mechanism it needs to be well
documented.
