The right thing to do here is: let the system administrator provide
values "manually". Maybe at some point, someone clever will implement a
good way to do this automatically.

This can be resolved by using stat on each directory perhaps via find
(really slow but probably good as an option, maybe in dselect or in
its apt replacement), and/or by documenting a way of feeding this
information to dpkg.
