Two hard-to-find problems

I've noticed two major problems since I switched to hamm and I can't
figure out exactly where they're coming from (thus no bug reports
yet). The first (and most major) is that upon a reboot (e.g. shutdown
- -r now) the filesystems are NOT being correctly unmounted. This
happens whether or not file-rc is installed. I was able to get a
partial fix on this by adding a second symlink to umountfs at 04
priority (the original was at 40, reboot is 05), but it usually misses
/usr anyway (oddly enough, / gets unmounted). Could someone with a
working reboot send a runlevel.conf or a directory listing for
/etc/rc2.d my way so I can check to see if it's something
misconfigured on my end?
The second is that either pppd or chat is a little flakey during
reconnects. The initial connect seems to work fine, but if for some
reason the connection is broken and it automatically attempts to
reconnect, the first few attempts (usually 3 or 4) fail with a NO
CARRIER when a ^M is sent to the modem for an unknown reason. Problem
with chat? pppd? Any guesses on a fix or against which package to
file bug reports on either of these? You can see a sample of my
