I don't think the current occupation of disk space is so huge.
If we split wg15-locale on a per-language basis, we would have to do the
same for GNU i18n packages like fileutils, textutils, etc.
For GNU programs, I think it is very good to consider all those message
catalogs as part of the package, instead of an "add-on" to it. At least,
this is how message catalogs are considered in the GNU source code.
