That sounds reasonable to release as a single tarball for now,
particularly if that 5MB includes the sources for the data.

(Compare with OpenArena, with a couple of MB of game engine using 350MB of
data derived from about a gigabyte of source files...)

Agreed, once the tarball grows and the code/data becomes stable, I'll be
looking at splitting them.

Are there any other concerns to address? I've add the CC0 license and a
notice of it in the README file, so that will ship in the next version.
