That is correct: Euca2ools is not installed in the generated image; only used in the image build environment.

(However, for some of the upcoming Amazon EC2 images (AMIs) we may need to use the Amazon tools to register certain images - again, the contents of the generated images will only be Debian main plus the aforementioned scripts to get SSH keys, resize root fs, etc. And even those script... will one day be replaced with the cloud-init package.)
