no longer fully accurate - any suggestions as to how I could reword it?

No - outside the US, any type of CD can be distributed. Within the US, the
non-US variant cannot be distributed.
The "regular" variant (which BTW is not called "US") can be distributed
anywhere - well, to be pedantic, many countries forbid distributing strong
cryptography to certain naughty countries, with the naive assumption that
this will prevent those naughty countries from gaining access to crypto. :)
