Sure.  The role is:  Either we find a package in main/testing and it
will be recommended or we do not find it there and it goes to Suggests.
I've thought this would have been implemented ... or did I just
missunderstood something?

Yes that way it was implemented in the multiple/blend-gen-control but as it seems in the single control file approach (rather than multiple control.<arch> files) I joined only for role='testing' and thus I do not include packages which are not in 'testing' release :-( , my bad, I will fix it. Thanks for reminding me
