Yes, upstream's recommended method is to download and install nodejs
which includes a version of npm, and then keep npm update using the npm
cli from thereon:

https://www.npmjs.com/get-npm

But those people like me that prefer to use Debian packages were
probably quite annoyed at having to uninstall nodejs, and all of the
reverse dependencies, to follow that approach (at least I assume this is
what they had to do when they upgraded from Jessie to Stretch).
Alternatively, they moved their node development to Ubuntu, which still
had the nodejs and npm synced from Debian unstable. This is what I did :-)
