Is the source file for compiling that PDF file avaialble?
If not, it has to be treated as binary block and excluded.

This part is tricky indeed.

I don't know.

In rocCLR there are also some tricky claims such as 
"Trade secret of ATI Technologies, Inc."

which seems like some kind of leftover. And we need to
ask the upstream to remove the claims or we have to exclude the
files.
