I haven't heard that this is the case, what I read on the list is that

Family members is different of teh case of handicaped people. Somebody
bringing their partner along might want to sleep with their partner
who might not feel comfortable in a room with 4 people more. Same with
a kid (or 2 kids) that can be noisy.

Could you tell us about few study cases, so that we can look for a solution.

In past few people complained about people traveling with family: to them is seemed that people was looking for a free accommodation, and they give much time to the family and not to the debian (who paid).

What kids (and partner) will do during DebConf? If they go visiting Switzerland (mountain, lake, cities, watch and chocolate factories, etc.) families will probably need a car.

Anyway from Le Camp to Gorgier-St-Aubin it take 10 min on public transportation (departing 22:45, 23:45, 5:45 etc. more often during the day) [and it is not a huge problem if *once* people will need to walk under the star to the place]. There are two hotels:

http://www.hotellestilleuls.ch/

The place is also better connected (with real train) to the rest of Switzerland, so it is a good base for Swiss holidays.

on the other side there is an hotel at 12 min public transport (departing 23:09, 00:09, 6:09, etc.):

so not ideal, but so bad.

An for the couples we have some small rooms in Le Camp (single and doubles). Not much, but I think enough for most paying cases.
