Sometimes, not even that will work.

I have an official, signed document telling me that the visa process
would be sped up in 2005 regarding to what my father saw in
2004. Guess what? It was even worse. At his conference, nobody was
denied a visa (although even a former Turkish vice-prime minister had
to _apply_ for the visa and go through the humilliation many of you
well know of). At ours, many people could not attend because of that.

Don't take bureaucrats' word too high.
