If you really lose everything, and need to *walk* to a consulate,

Italy, Japan, Jordan, Kyrgyztan, Luxemburg, Malta, Monaco, Netherlands,
Norway, Philippines, Poland, Russian Federation, Spain, Sweden, Taipei,
Turkey, Ukraine and the United States of America,  also have consulates
