Yes. What you have been saying all along, and *all* that you have been
saying, is that proposals are judged based on who makes them rather
than what they contain.

When you judge them purely on the merits, nothing like you describe
can occur. The person who makes the proposal is *irrelevant*. That's
how most projects work.
