I think what was meant here was "language shapes perception".  That is,
the speaker's language shapes the listener's perception.  Very few
experienced psychologists would disagree with this claim.

Oh, and FWIW there is a large body of linguists who argue quite strongly
that language is *not* random (Chomsky is a prominent example).  I
presume you wish to clarify your use of "essentially" here.
