Although I am not very involved in LocalGroups yet, as one of the local
groups, I prefer the latter option (placing pages at the top level and
adding CategoryLocalGroups). It is easier for us to advertise our wiki
page verbally and for people to access it.

If we choose the former option (placing pages under the /LocalGroups/
namespace), I would update all existing external backlinks to point to
the new page and remove /DebianKorea/**. Having to keep an eye on two
pages (/DebianKorea/** for historical redirection and
/LocalGroups/DebianKorea/** for the actual content) is a pain to manage.
