Clarification on the relocation of top-level wiki pages to the LocalGroups/ namespace



Dear LocalGroups and Wiki teams,

I would like to ask about the necessity of relocating existing top-level
local group pages to LocalGroups/ namespace.

We, Debian Korea, the local group in the Republic of Korea, initially
had our page since 2023 at:

    https://wiki.debian.org/DebianKorea

During DebConf25, we learned about the LocalGroups wiki page. We had
planned to add our group's **entry** to LocalGroups, once we established
a group mailing list.

However, yesterday our page was moved to LocalGroups/DebianKorea without
any prior discussion with us.

Since our group has been using top-level page as our publicly advertised
main homepage, this change is quite significant to us.

    https://debian-kr.org (302 redirect to https://wiki.debian.org/DebianKorea)

After inquiring, I was told that LocalGroups/DebianKorea is the correct
namespace, rather than using a top-level one.

I understand that most local groups are in the LocalGroups/ namespace,
as it is the desinated location. And now I can see that some more local
group pages are being moved from the top level to LocalGroups/:

    https://wiki.debian.org/DebianKorea (moved to LocalGroups/DebianKorea yesterday)
    https://wiki.debian.org/DebianIndia (moved to LocalGroups/DebianIndia today)

However, there are still local group pages at the top-level:

    https://wiki.debian.org/DebianThailand
    https://wiki.debian.org/DebianNigeria
    https://wiki.debian.org/DebianNYC
    https://wiki.debian.org/DebianChile
    https://wiki.debian.org/DebianPeru

And there are others not at the top-level but also not in the
LocalGroups/ namespace:

    https://wiki.debian.org/Brasil/GUD (and its subpages)

Has there been any consensus on this relocation?

Is it necessary for a local group to be placed under the LocalGroups/
namespace instead of using a top-level page and adding an entry to
LocalGroups/?

Is it considered incorrect to maintain our local group's page at the
top-level of the Debian Wiki? I thought this was allowed, as it seems
quite similar to a user page:

    https://wiki.debian.org/JongminKim
