I hope you don't feel singled out, but progress is slow around editorial
work on the wiki.

Would it be preferred to put these pages on the top level and add
CategoryLocalGroups?

Currently, the reasoning behind putting pages under the LocalGroups
namespace is to allow things like dynamic listing and group related
pages together, but a category would also achieve the same thing. It's a
matter of choosing one of these approaches so we can ensure all the
pages consistently follow this convention (i.e. do we move everything
into LocalGroups/, or move everything out and add a category to all of
them?)

This is a shortcoming of MoinMoin, it doesn't support putting user pages
under another namespaced page like "User/".
